Single Certificate of Disability (CUD): what are the changes

Among the new features and improvements introduced, it stands out that the CUD will no longer expire; and the State will be the one that adopts a proactive role to accompany people with disabilities throughout their entire life course and technological innovation will be promoted that will allow the simplification, debureaucratization and streamlining of the procedures linked to certification.

What is the Single Disability Certificate for?

The CUD guarantees the following rights:

  • Health: The CUD ensures 100% coverage of the rehabilitation benefits (medications, equipment, treatments) required in relation to what was certified as a disability.
  • Transport: Free travel on public land transportation.


  • Family’s asignations: It guarantees Annual School Aid for a child with a disability, Family Allowance for a child with a disability (SUAF for a disability), Allowance for a Child (AUH with a disability), as well as an Allowance for a Spouse with a disability.
  • Other procedures: Ensures exemption from paying tolls and taxes (municipal, patents, among others). In these cases, the exemption must be requested before the enforcement authority of each regulation.
  • International symbol of access: Free parking in permitted places, regardless of the vehicle in which you travel.

Non-Contributory Pension: what is it and who can collect it?

This is an ANSES pension to accompany people with disability who are in a situation of social vulnerability. The amount of the benefit is equivalent to 70% of a minimum retirement.



Those who comply with the following can collect the PNC requirements:

  • Be Argentina/or native, or naturalized, resident in the country. If you are a foreigner, you must prove a minimum continuous residence in the country of 10 years.
  • You don’t have to be employed in a dependency relationship, nor registered as self-employed, or monotributist of the general regime. You can be a social monotributist.
  • Be under 65 years of age.
  • You cannot be receiving an allowance, retirement or pension.
  • Your family group’s income will only be evaluated if you are a minor. In that case, the income of your father, mother or guardian cannot exceed 4 minimum pensions.
  • If you live in Santiago del Estero, Santa Cruz, San Luis, La Pampa, Neuquén or Tierra del Fuego, in addition to the CMO, you must present the cadastral report with the seal of the issuing body in your name (or that of your spouse/cohabitant) or, if you are under 18 years old, in the name of your parents or guardian.
