The Government would achieve a quorum, but it will not approve its entire project

Deputies will debate the omnibus law this Wednesday in a marathon session. The half penalty seems inevitable.

This Wednesday, January 31, was the date designated for the first call to end. extraordinary sessions arranged by the Government. The biweekly extension expressed the delay of the negotiation, but the responses from those around the dialogue legislators are even more explicit about the doubts that persist around the sanction of the omnibus law: “We have nothing confirmed”; “there is no official position”; “we continue watching.” This, less than 24 hours after the session in the Chamber of Deputies.

Finally, the Government’s most ambitious project will enter the chamber for voting with a quorum of the blocks whose opposition is qualified. Then there are two positions without gray: The PRO defined its total support for La Libertad Avanza, which also adds votes from reduced seats; At the other extreme, Unión por la Patria and the Left Front will oppose it without fissures. 84 in favor and 104 against; In the middle everything is possible. The debate will enter its institutional instance in Congresswhere each item is susceptible to modifications so it is unknown – until the moment of the vote – what wording can be approved.

There are four blocks that will unlock the items, because if there is one certainty it is that The omnibus law will not come out in its entirety. Are the Radical Civic Union (34 deputies), We make Federal Coalition (23), Federal Innovation (9) and Independence (3, Tucumán Peronism): the ruling party needs 45 of those 69 votes to reach the figure of 129 affirmatives and approve projects. Each of these parties has already expressed in statements and in the signatures of the opinions that their parties will not homogeneously support the law.

This Wednesday each block had its meeting to define strategies for the debate, which no one expects to last less than 24 hours. The centrality of the meeting of La Libertad Avanza -where only 2 of its 38 deputies (Pablo Ansaloni and Carlos Zapata) have legislative experience- went through training in technical details to know when it is essential for them to be present to vote. Meanwhile, the call for PRO had the presence of Mauricio Macri, which supported the negotiations of recent weeks. For its part, Union for the Homeland He maintained a look of skepticism regarding the approval of the project and proposed discussing each section for as long as necessary.

Omnibus law: what was left of the original law

The omnibus law went through a series of irregularities that ended up altering the composition of the original text, which went from 664 articles to the current 386. The removal of the fiscal chapter announced by the Minister Luis Caputo joined the elimination of political reform. Additionally, some were removed extraordinary delegations (Defense, Social, Health), but the persistence of the tax or security power provokes resistance. It was removed from the list of companies susceptible to being privatized YPFbut the presence of another 40 state companies does not have majority support.

Other resistance would be in the reform of the law of hydrocarbonsthat of biofuels, that of the sector fishingthe transfer of Sustainability Guarantee Fundhe state debt without parliamentary approval or modifications on the sustainability of culture (although the INCAA maintains its financing, the alterations on the Book Law, CONABIP and FOMECA would be debated on the premises). ItGovernors play their own scenariolimiting its support to the possibility of COUNTRY tax co-participation.

Some of the reforms that would be carried out are:

  • Declaration of emergency for at least one year, with exceptional powers limited.
  • Changes in the Penal Code: regulations that penalize demonstrations and make the use of weapons by security forces more flexible.
  • Education: the tariff for education would be established university education for non-resident foreigners. The Micaela Law for all state workers.
  • Atmosphere: Glacier Law, Fire Law and Forest Law They would undergo modifications, although not with the conditions of the original project.
  • Elimination of INADIwhich will no longer be an autonomous entity.
  • Judicial reform: bureaucratic and archival digitization process.
  • Repeal of the Competition Defense Law.
  • Elimination of the conception of tourism as “a social and economic right” of people and the obligation of the national State to “develop public tourist works.”
  • Elimination of the energy sector trust fundsincluding those destined for subsidies.
