reduce powers and companies to privatize

February 1, 2024 – 22:48

The two main points in question, those referring to privatizations and delegated powers, has new concessions to the opposition. The broad power to take on debt in foreign currency remained unchanged. It is estimated that the general vote will take place at 4 am.

The unusual situation that occurred in the National Congress in the treatment of the omnibus lawwhere The deputies debated at length without an opinion, that is, without any basis in reality, began to normalize only this Thursday night, when the final text proposed by the ruling party began to circulate in the offices. The two main points in question, those referring to privatizations and delegated powers, has new concessions to the opposition. The broad power to take on debt in foreign currency remained unchanged.

Finally, of the eleven subjects on which they wanted to declare an emergency, only six remain standing: economic, financial, security, tariff, energy and administrative. However, both in radicalism and in the We Make Federal Coalition bloc led by Miguel Pichetto, it has not finished forming and internal discussions continue.

The Government sought to gain time with last night’s intermission, but in any case today’s day passed until the afternoon without a text with which to reference the debate, so it is estimated that it will last until 4 am to reach voting in general. The new 346-page PDF arrived while a climate of maximum tension spread on the outskirts due to the clash of security forces with protesters. And at the same time that leaders of the libertarian vanguard were in the premises, among them Karina Milei and the Minister of the Interior Guillermo Franco, who today held informal dialogues with the leaders. They refused to meet again with the Government after the nonsense of this week’s CFI summit.

The other key axis that appears in the opinion is a cut in the list of companies to be privatized, which goes from 37 to 26. “They removed those that are in Córdoba, among them Dioxitek,” they mentioned to Ámbito from Peronism. Dioxitek is the firm that supplies uranium to nuclear power plants. Also left out were the University of Córdoba, Fabrica Argentina de Aviones, two of the companies on which the Cordoban governor Martín Llaryorawhich conditioned support for the project despite having officials in key areas of the national government, such as Banco Nación, Anses or the Ministry of Transportation.

The procedure indicated in the text indicates that the National Executive Branch must prepare and make public a comprehensive report on the company and/or society wholly or majority owned by the state in question, which will contain detailed information on its assets, economic, financial, and operational. Said report must be sent to the Bicameral Commission, made up of six deputies and six senators, with broad functions, as requested by the dialogueists. The bicameral will have support from the General Audit Office of the Nation (SIGEN) and the General Audit Office of the Nation (AGN). It is also now clarified: “Regarding the privatization process, it must comply with the principles of transparency, participation, collaboration, maximum publicity and dissemination.”

There are three firms that could only be partially privatized: Banco Nación, Nucleoeléctrica and Arsat. Among those that could be totally privatized: General Administration of Ports, Aysa, Airlines, Correo Argentino, the Río Turbio deposits, Construction of Housing for the Argentine Navy, among others. The Telam agency and Radio and Television Argentina also appear.

The two blocks that appear to be the key to the law (the UCR and the federal ones) showed calm after the last text, and could unblock the treatment in particular. Previously, the government had lowered the fiscal chapter, retirement mobility, political reform, articles referring to culture, the environment, the Anses Sustainability Guarantee Fund, the hydrocarbon law, among others. The section on biofuels was also still being negotiated.
